The Coyote Buttes region is a restricted area (and devided in a north and
south section) for which you have to have a hiking permit.
How can you get a permit? Here you can find some tipps and answers to this
question for both areas.
COYOTE BUTTES NORTH - The Wave
There are basically two ways to apply for a permit - months ahead or the day
before the hike. Each way the BLM hands out 10 permits a day, that's 20 total
for The Wave in the Coyote Buttes North area.

These days the internet is the right way to do it. Online reservations
can be done on the
Website of the BLM (Bureau of Land Management).
If you can not plan ahead or didn't get a permit online then you have another
chance. You have to go to the Paria Contact Station (on US-89,
mile marker 21, about 30 miles west of Page) the day before the hike. There
hikers show up usually just before 9 am. The Rangers start giving out permits
at 9 am sharp. If there are more than 10 permits asked for then there is a
drawing of the 10 permits. The lucky winners get a description of the
unmarked way (verbal and shown pictures of the most important landmarks),
a copy of a map and can go to The Wave the next day
(the permit is not for the same day).
COYOTE BUTTES SOUTH
Coyote Buttes South - Permit
It is usually easier to get a permit for the southern part - it is not as
famous as the northern and not so easy to get there.
You can get a permit only ahead (there are no Walk-in-Permits at the
Paria Contact Station)! Only 10 hikers a day can get a permit.
